The farmers are in a box. They feel they need to grow crops, aren't getting as much water as they need and are severely over drafting the Central Valley aquifer with deep, deep wells such that subsidence has damaged roads and other structures, and homes and small towns with shallower wells can't get water.

Farmers way up north with senior water rights are using prodigious amounts of water to grow rice that is being exported to China! That goes for the bulk of the almond crop that goes to China. It's their water by law but, we're in a severe drought and I think we should all feel the pain, even if it's in their pocketbook.

Let them grow turnips.
