Well, I don't have time to research on ACI yet, but it could be a listing purpose like trading on bigger platforms (move from OTC to NYSE or NASQAD), plus some big positive catalysts came after R/S.

As for Vringo, the R/S is to fix continuing listing issue (which is a negative event), my friend. EOD
