What's to file? They have nothing. They have no products, no money, no ideas, and clearly no vision for any productive future. This is an empty shell. Just waiting on a new entity to take it over. This could take months if not years to happen. No big deal really.

At some point, people will start quietly loading up the 1s and 2s.. maybe we'll get to 4 or 5 before a flood of attention hits the ticker and we'll be at .002 in a hurry. We'll need a catalyst, and that's where the R/M comes in.
