"I feel any investor reading that PR seeing the words "Atm & offering" in same sentence would have the same thoughts."

ATM= At the Market Offering, PERIOD! Basic investing nomenclature.

An at-the-market (ATM) offering is a type of follow-on offering of stock utilized by publicly traded companies in order to raise capital over time. In an ATM offering, exchange-listed companies incrementally sell newly issued shares into the secondary trading market through a designated broker-dealer at prevailing market prices https://en.wikipedia.org/wiki/At-the-market_offering

"In thought it would be so easy to buy back several million shares, then slowly reinstate them after a dollar."

Seriously??? So you want a developmental biotech to do a share buy back? WTF??? This isn't APPL.

If I were you, I'd research what a BANK CD is.
