I am personally of the opinion that baltia has passed the mini evac test, AND completed the ditching exercises. Only realizing after the fact, that announcing that the ditching exercise had taken place would amount to a PR that the mini vac had been completed. Without the official written notification from the FAA, that would be inappropriate. Call it wishful thinking, based on the available information.
