I remember at the time of the Belize "oil strike" there were very few shorts and no failures to deliver, so no NSS, and hasn't been since. The GOB never denied oil was found by BNE. They questioned whether it was commercially viable and held out on declaring a commercial find until they could see some consistent production and I believe similar results from a second drilled well. Unlike Treaty who made a claim of 6 million barrels with one well drilled and no sign of live oil an no seismic and also made the claim, leaked and in a PR without notifying the GOB of anything.
BNE supplied seismic, well logs and oil samples to the GOB while Treaty provided none of that. Treaty never even did proper wireline of San Juan 2, and to this day not a single drop of oil.
