This is a Pink Sheet...there is no obligation by any PK company to report anything to the SEC. PERIOD. Of course failing to file financials and the likes would result in the gradual degradation of status to a yield and eventually skull and crossbones for the stock but would not trigger any SEC involvement.

Also, the contract I referred to was released in a PR by the company back in 2009 and mentioned again during a conference call in the same period right around when the "Complete Package" was being assembled.
