The only thing I can think of is either they had ipo shares (allocating at the ipo price right before it trades) and they were allowing customers to apply for them and you didn't qualify, or that when it went public and you tried to buy it, you didn't have enough T3 cash in your account. Otherwise they have no right to tell you what to buy and what not to unless they have a restriction on a specific ticker.
