One thing is that even without the AVID expansion and according to SK AVID could produce even enough Bavi in a few runs to handle the commercial launch. (paraphrased)

Now Peregrine is expanding AVID and hiring a lot of staff for it. Seems like it is a possibility that Management could be simply hedging their bets.

Why expand AVID if they could produce enough Bavi already for a commercial launch?

I know that the projected revenue is around $35 Million which is a bit over $10 Million over the previous year; however, the AVID expansion so far seems to have cost around $12-15 Million and counting so far.

In the very small chance that the P3 does not succeed management would have AVID to fall back on and still continue with their pre-clinical and clinical work.

Squeezing out as much time as possible from each of their carrots so far has been a stellar business model. Increasing Salaries while decreasing shareholder value.
