Why not call the source that you quote - the SEC and FBI. Perhaps they can answer your questions.

Btw, "Shorty" has no problem because there is no HESG "Shorty" - verify with FINRA. Shares are at NO BID making shareholders stake worth virtually ZERO.

HESG had one $.92 cent trade today, rather trivial at best.
