I refused to penalize a player on 13 a few years ago. He had a brain tumour but was fine. I had to give him about 10 strokes. He hit my ball. I had walked up to his ball first. he had dizziness when bending over sometimes so likely didn't check. After he hit I noted it and we played the hole out. I was 5 up. he won that hole with his stroke. for 4 up with 5 to play and he got strokes of the remaining 3 holes but we had two easy par 3s. Yes he won every hole coming home and won match. I still made best ethical call.
