They have stated in their 10-q they want $5 million for an expansion. But if they wanted that much from dilution they will need to keep the PPS higher.

Maybe a bunch of insiders are buying the cheap shares right now in anticipation of future news. Who knows but something is stinky and the company needs to give some direction.
