I am long and fortunately at a basis that I'm not concerned about current share price, but I seriously doubt the EPC will ever be funded. If the technology and the business plan were viable, agreements would be written to fund the EPC directly from the capital source to the EPC vendor. The fact that the gating issue is obtaining the EPC suggests there are other issues.
