Either bad legal advice or someone did not bother to get professional help.

Hard to understand how this happens...

Surprised that RCPI would not have realized this based on fairly standard accounting principles. Wonder if the end result is that RCPI is prevented from raising any additional funds via stock issuance for 6 months. May hamper their trials progress?
