I think that was just a poster's theory. IMO, that was a fake split that they then cancelled to get a pop. In the last 12 months or so, they held a split in what, May, octoberish, and January. I believe they had two splits that were only 2 months apart. I don't think finra has any such rule. But I'm sure I is up to their discretion.

Why they let ELRA do 3 in a year (and 12 days)??? Who knows.
