it's not shorts, there is a difference between a short sale and short interest

Nobody shorts a sub penny stock, what those are be intraday MM unsettled trades likely on account of not having a buyer yet for some stock they purchased from a sale during the day. That's how they make a market, take in sells they don't have buyers for yet then lower the prices to sucker in some buyers to close out the trade.

I am starting to find it a little bit annoying that supposedly new products have leak out on the internet yet there has been no PR and the stock resumes it's drop. rather suspicious.
