Yes, of course. It can happen to stocks that are so thinly traded their MMs get fed up and stop publishing quotes. After four days without published quotes, they're no longer in compliance with Rule 15c2-11, and are moved to the Greys.
But it's much easier for those companies to get a new Form 211 filed, because the SEC took no action against them.
