Dealing with a state with 2% GDP is not a big deal for EU to deal with, but they aren't willing to do so. As the first article points out, a lot of the transfers between the US states happen automatically and so its not controversial. But, the Fed and so on did deal aggressively with the 2008 financial crisis. Sure, its bad that they treated AIG and FnF punitively, but that issue is being dealt with in the courts.
