Why would the Univ. of Iowa or the UC-Santa Barbara put want their name behind a scam? Some vetting goes on at universities to make sure the projects they host/fund are legit research endeavors. Scam projects don't take up valuable lab space at large universities. Research and publishing is what it's all about. The last thing they want is to be known for supporting scams.
