No. Joe doesn't even appear to participate in company business. His signature wasn't on the last 10-K filed Feb 2015 that all of the other board members signed. He's only there in name until they can remove him legally. He was elected by shareholders and they are stuck with him for now.

Btw, he was already on the Board of Directors before his removal as the CEO.
