I think the FAA is committed to the certification. However, I also think they are on high alert mostly due to the age of the aircraft and problems to date. Just a guess.
If they weren't proceeding with the intent to certify Baltia, they would have pulled the plug by now.
I also think that FAA scheduling is not the issue. My experience is they bend over backwards in phase 3 to get things done. There must be more happening behind the scenes causing the delay. IMO its probably personnel related. Very hard to keep everyone on board this long without turnover and almost every person involved is key to the process. It's just a really complicated process with many moving parts. If the plane holds up, they'll get there eventually.
