Joe is blacked out from selling more shares with today being the first day of Q3, until 3 business days after the ER (likely mid-August).

If he was going to raise money for expenses, personal, legal, or otherwise, he had a quickly closing window on 6/29 and 6/30. Since he has no severance coming in, he used it.
