I believe the money is long term funding from a government source based on the "global implications" line in the pr. They could've easily went out and did some sort of toxic finance deal with massive dilution, r/s, etc etc etc. but they didn't! All in all I look at today's pr as very positive. Toxic dilution financing would've given them the money already!
