The article you posted from is correct.
If you have an Android or Iphone that is NFC compatable, and if you shop at one of the few retailers that support it, and if you are under the limit allowed to be spent with such a device then you can use a NFC enabled phone to make your payments.
It should probably be noted that at the present time Frost & Sullivan had predicted that only 53% of phones would be NFC-enabled, estimated at 863 million worldwide. That leaves most of the world without a phone capable of using this technology, even if they were near a retailer that accepted it.
As an example of the limited stores that accept NFC you can refer to the Apple statistics where only 2.4% of the roughly 7 million to 9 million merchants in the U.S. that accept credit cards accept the Iphone NFC payments.
If you miss out on any of the above criteria though you will still need a card.
By the way, did I mention that the owner of that SMME Smartcard can use it anywhere for any value of transaction. And that unlike the NFC enabled mobile phone that when stolen can be used by anyone, the SMME Smartcard can only be used by it's owner.
