If you read my entire note I already included SOME of the reasons (specifically the lack of foreign govt or other company collaboration, though they have beaten that drum for the past 9 years, with NOTHING to show for it? Remember MERS and PHE? Even Seymour said he needed to call them to remind them they have the MERS'cide "sitting on the shelf").

But the point that you seemed to take issue with was the claim that Seymour is nothing more than a talking head. On that it seems you and I both agree.
