With recent "fast-track" passage of the TPP and major support by pharmaceutical corporations, it certainly looks like the threshold is very near.

As for what it will cost the government, or could be quite expensive since the TPP supposedly gives corporations the right to appeal (to a tribunal of corporate lawyers) any new laws that may adversely affect their revenues and demand that the government pay it.
