They said they are raising the authorized shares

Go back and listen to the non conference call. They did not say how high they were raising it but they did say they were raising it. My guess is they will raise it from 750,000,000 to 1,000,000,000 for now and then raise it again later.
Their favorite diluting MM (VNDM) is back on the board so what does that say to you? I know what it says to me. They hide how many shares they have for sale so there is no way of knowing how many millions they are dumping until they are finished. Then they will update their share counts and the authorized to reflect their new numbers after it is done. We know what their authorized and their outstanding share counts were as of April. We have no way of knowing what those numbers are as of today!
