Yes, he stated his intention to communicate more, but didn't follow through. The question is why. Did he change his mind or did the SEC change it for him? That announcement wasn't a pump and dump -- he didn't issue shares or sell any already-issued restricteds. Neither of us have any evidence, but I'm not sure I see any rationale in him issuing that statement and then stopping.
