My understanding of "Bearer Bonds" is that whoever holds them has the right to redeem them at the face value with any interest accrued stated on the bonds.

Your understanding is correct. But in order for that to happen, the bonds in question have to be authentic. Sid's are not.

And this particular type of bearer bond is only sold to institutions.
