One could be. . . on several sites where the 'entity' services requests for from governmental as well as the general public, in all cases there are disclaimers regarding who/which gets priority. In each case I had this sort of disclaimer to deal with. . .

"RESPONSE TIME:Due to current budgetary constraints, our ability to answer the many questions we receive has been curtailed. For that reason, we must prioritize our responses. Inquiries from military units and commands, DoD organizations, and other government agencies will be answered first; all others will be addressed as time and resources permit. We apologize for any inconvenience and hope the current situation will be temporary."

And this as well:"CONGRESSIONAL INQUIRIES: If you are inquiring from the office of a member of Congress, please direct your question to the Office of Congressional Legislative Liaison (OCLL) rather than directly to this Center. Thank you"

Basically we are on the bottom of the priority pile. . . I have no idea where patent publications for public review would fall. . . just saying the expectations ought to be adjusted.
