What drove the price down from .60 to .28 was mainly the danger of reverse split as most people believe (by experience) that after a reverse split the value drops significantly. Now with the extended period, there might actually be a chance of getting over 1$. If there wasn't, Nasdaq would not agree with that. Your comment is generally correct but I just felt that I should add this to your points.
