The statement is clear---riskless trades are and should be marked short----and are covered immediately....IMO they compose the majority of trade transactions on trades that make it into the market as MM's hold no inventory on stock down here...

the question, as I interpret it, are those trades "short" at the end of the day i.e. has an pen short position been created----I say not...
