I don't see how this makes it a scam. Xfuels states that they are using existing legislation in order to get these entry visas. I haven't read the U.S. Immigration Act of 1990. From what is stated on the web site there are 10,000 eligible immigrate visas per year.
As a former Marine this kinda pisses me off too but its probably legal.
