BLTA Mini Evac Tests Synopsis, Analysis, Logical Conclusion






















A quick summary of what we know:


Mini Evacuation Tests 1 - 5

* The BLTA Crew has performed brilliantly, there has been no problem with with the Crew or BLTA itself.

* The sole issue had been mechanical, the failure of evacuation slides to deploy properly (most likely faulty packing by outside FAA approved vendors).

* This Slides Issue has been a continual and known problem for years by the FAA.




Mini Evacuation Test 6

* Last Mini Evac, Slides Issue finally resolved, supposedly all Slides Deployed Properly as Required.

* Last Mini Evac, the FAA seemed to take a long time to come to their conclusion. There were a lot of meetings between FAA and BLTA.

* BLTA came close to successful Test, but, the seemingly simple and minor Girt Bar Issue (Unlocked Girt Bar?) surfaced.

Pre Mini Evacuation Test 7

* Baltia expects and is planning on being in Proving Flights before this month (June 2015) is over.

* When Baltia submits a request for an evac, they have a hell of a lot of back up paper work to include with that request. A potential schedule of Proving Flights is part of that request.

* Typically the Proving Flights are "scheduled" to begin 2 business days after the mini. If the mini occurs on Tuesday, the flights begin Thursday. If the mini is scheduled on a Thursday, then the flights begin the following Tuesday (nothing ever "commences" on a Monday or a Friday.....it is an unwritten rule).




SUMMARY

Baltia seems very close overcoming one of their few remaining hurdles to Certification, Inaugural Flights and Revenue/Profits Generation. Both BLTA and FAA seem very confident of Certification, so why the recent delay? I have just come across some info that appears to connect all the pieces and seems extremely plausible. Would be a slight delay yes, but a delay that also brings such progress that it is worth waiting for.

Whether conducting a Mini Evac Test or Proving Flights, each require a massive assembly (Willow Run Airport) of FAA Personnel from all around the country.


The $1,000,000 Question:

Are BLTA and FAA so confident of the approval of the 1 day Mini Evac Test, to be followed several days later by start of Proving Flights, that the recent delay has been due to the Logistics of FAA combining the next BLTA Mini Evac + Proving Flights? Does the FAA see it so practical that once all required FAA Personnel are assembled in Willow Run, to just simply and efficiently, conduct the Mini Evac, followed several days later by Start of Proving Flights?


Seems very reasonable and plausible to me. I have no links for this assumption. I have not contacted BLTA for several weeks. Just a ton of Due Diligence and a bunch of common sense.
