Seattle to test 20 mph zones
Seattle says a pilot program will test out a lower speed limit in a handful of neighborhoods.

SEATTLE - Fast moving traffic is why Freddie Green claimed the corner of Yesler and 21st.

"I'm out here five days a week, Monday through Friday," said Green. "They need to put a traffic light up here. Day and night people are just zooming up."

Green bought a bright orange vest, fastened together a flag holder, and even set up a spot for breaks.

"Nobody is paying him or nothing. He is doing this on his own," said a neighbor.

Green said he does it because he wants to make sure no one gets hit while crossing the street.

Leadership at city hall recognizes the safety problem too.

"The plan is to get 20 mph on all residential streets," said Scott Kubly, director of the Seattle Department of Transportation.

In a 26-page report, SDOT details how a program will soon test the 20 mph speed limit in a handful of neighborhoods. The report is called "Vision Zero: Seattle's Plan to End Traffic Deaths and Serious Injuries by 2030."

One of the test neighborhoods is near 23rd and Jackson. At a nearby park, parents offered mixed reviews.

"I think that may be overdoing it," said Michael Cassle.

"I think it is a good idea," said Miranda. "There's a lot of kids and sometimes parents can't get to them quick enough."

Green is not convinced a lower speed limit will make a difference for drivers.

"Well, they make it 20, but they ain't going to be doing 20," said Green. "All they care about is getting there in a hurry."

The city will test out the 20 mph zones this year, but an exact timeline is not available yet. The city also plans to look at some arterial routes and possibly reduce the speed to 30 mph.
