I don't know about an immediate impact or sudden jump, but just think about the reputation of OTC CEO's & BOD's. You would have to think that they would get some really good press over the fact that they could have slipped the company right out from under the folks who were promised Certs. and we couldn't have done a thing about it. Instead, they took on unrequired responsibility in order to set their own standard about corporate responsibility. (My Words)
IF they follow through as they have said, I would think that MANY more people will feel comfortable investing with THAT type of a company.
Bottom Line: It could do nothing but help them, and therefore the PPS, by such action.
