Nope. That's why volume is vastly over reported during heavy dilution. Block dumping (e.g., all those 5-decimal trades you see) is basically counted double on the daily reports. The MM's have to report it that way under Reg SHO because it is in fact two transactions.

It's also the source of people's confusion when you see 20MM shares dumped into a bid in a dozen different transactions and that clears it down to .0007 or whatever, and then a single "trade" is reported to the tape for 20MM shares at .00078 or whatever, and somebody sees that as a *good* thing, and posts something like "BOOM! Somebody just bought 20 million shares at the ask!"

Thankfully they report all 6 decimals now on L2. It used to be that "trade" would register as an actual buy at .0008 (rounded up).

That's actually one useful function of the otcshortreport numbers, as you can pretty much subtract that number from the total volume for the day to get closer to the real number.
