Well, then these sites DO have incentive to recruit patients, and only receive payment when patients ARE recruited - right? According to what you say! So, the site needs to recruit to receive incentive, that's THE Sites responsibility. You also state staff is trained at these sites. In what industry, business, corporation,....HOSPITALS are individuals/staff trained if there is NO intent for the training to be utilized? And, it will be, when the PATIENT IS RECRUITED in to the program by the Institution.

I wouldn't have you trained on 'Mac' if all we used was 'Windows', unless I knew and was anticipating THAT skill/knowledge was going to be necessary in the future.
