If Intel is trying to suck the oxygen away from other top IDMs and
fill up mothballed fabs it could try to integrate a baseline quantity
of fast DRAM into the MPU package for PC applications using a
customized Intel DRAM design.

That's what I thought. Maybe some sort of Level 4 cache with tightly coupled memories. Could be even some chip stack made of SDRAM and Flash with high speed/tight coupling. Intel could produce such memories together with Micron using its fabs. Memories are good business these days, especially when you can provide some custom high speed memories which improve performance.
