Looks like he's having a hard time convincing the authorities that he has the right to increase shares, keep checking SEC everyday for those SEC generated letters, I'm sure there's more to be posted on their site which they don't show in real time.

Cubley has way passed the deadline and still no share increase: SEC filing quote.

These actions will not be effective until a date that is at least twenty days after the filing and mailing of this Information Statement. This Information Statement will be mailed on or about April 27, 2015, to the Company's stockholders of record.
