I was told that thing is a under water plat form that a crane can sit on. the way it works it goes under a barge on each of its corners then the crane, backhoe can reach over the side and do what it has to do and the barge won't flip.

Now the way it is deployed is that it is floated into place and water fills the lower chamber it sinks then the next chamber and it sinks and so on. The opposite happens when you want to remove the unit


A small tuna boat can be used to tow it into place. the feet are hydraulic for leveling on the bottom of a body of a body of water.
