Saying that the mining is completed, therefore no permits are needed is like saying that the purse is already snatched, therefore, no crime is committed.
And yes, some kind of processing is going on in Aguila, thanks to the video posted by Joel, it is Aguila, no doubt. There is also equipment (the blue mill) set up in an old dairy shed northeast of Congress. It is purely for show, unlikely that it has ever processed anything.
As for mining gravels on private land in a wash that then runs into BLM land - good luck with that. Ask any home owner who has ever tried to do anything in a wash that runs through their land, then onto public lands.......
