Paid promotions via the Internet are not the only mechanism for death spirals or pump and dumps. I'm amazed that any of these pump and dumps succeed once, let alone over and over again, but there's no denying DKAM's chart.
I think there are simply a lot of desperate small investors who though $500 or $2,000 or in some cases $10k or more in the belief that there is actually a chance that these scams will make them rich, not realizing the deck is so heavily stacked against them.
