The truth is, it isn't, and I can't say it will be anytime soon, especially, given the legal environment. No, it's the OTC, and not financial reports are handle differently. Could it be he was giving away samples to help promote? I just got back from ICSC RECon; people give away free stuff everywhere... actually, almost every booth had something to give, not for sale. I'm sure this is the scenario at most other expos/conventions.
