You may be correct in stating that thieves don't need the actual card to steal.
However, can you explain why banks go to all the trouble of: sending out PIN numbers separately, having these pins covered in some useless foil that I've scratched too hard and destroyed, sending text messages with verification codes to make large transactions (very frustrating when I don't have my phone with me or it's been flat) that expire after 30 minutes like a James Bond movie, request that you call to activate a card (between certain hours) only to be given a sales pitch on additional banking products ?

Like the biometric activated card developed by SMME these are all measures to help REDUCE, not totally eliminate, theft.
