The Global study approach was designed by Cel-Sci, not as a requirement but as a necessary evil to complete a large speculative study. It's far easier to get 100 sites to perform 4 dose treatments than one to do 400, especially if drug not effective. I'm sure other nations would accept results from fewer US sites. Notice that 2 US sites have withdrawn from the study, plus 3 others. Wonder Why.
