I am not sure water was the real problem. I suspect it was political. In any case, it is closing in on 5 months since they Tibbar found out it did not have approval they needed and nothing has happened since. They are obviously still trying (which is a positive) since they recently got an extension, but the longer this problem is not solved, the less likely anything is going to happen.
