Not 12 years, more like 16 years. The releases to soil and groundwater were reported in 1999. There was some kind of Phase II report submitted to the state in 2008 which is typically a summary of soil sampling, well installations, etc. There is no evidence that the investigation was considered complete (it was disapproved, and deemed deficient), and there is certainly no evidence of a cleanup. The database shows the cleanup status listed as inactive, but not closed.

There are many reasons why sites go unremediated. In the late 2000's, many states were broke, and their environmental departments were not funded adequately. Enforcement was lax, and may remain so even a decade later. Another reason sites don't get cleaned up is that owners sometimes can't be found, or fight the cleanup through their attorneys. They could make the case that the leak(s) occurred during previous ownerships. Sometimes property ownership is buried under layers of corporate BS. I don't know how long Shamberg has owned the terminal property, but I suspect it hasn't been that long - he probably picked it up cheap (for obvious reasons).
