As you succintly pointed out, "protecting THE taxpayer" is a misnomer in of itself, as this assumes that fannie shareholder are "not" taxpayers, when the majority of fannie shareholders likely pay taxes.
So this pitts "fannie mae shareholder taxpayers" against "taxpayers who do not own fannie mae shares". There is no such distinction..a taxpayer is a taxpayer, regardless of his position in fannie mae. For the government to favor
"non shareholder taxpayers" over "fannie share holder taxpayers" is arbritrary and capricious. Should taxpayers who drive red cars get prefernce over taxpayers who drive no car? How about AIG shareholder/taxpayers? Do they deserve favor over Microsoft shareholder taxpayers?
