Again you are wrong.
NNVC does have to finish tox. That is the problem. NNVC can't make the 2.3 kg of Flucide needed to finish tox. That is why tox is stalled. BASi has nothing to do with this. They did their bit, and can't do any more until NNVC delivers that 2.3 kg.

Tox is not likely to restart before October, and that's assuming it ever restarts, i.e., that NNVC is ever able to produce the needed Flucide. So that means that tox won't finish until early in 2016. That's a total time of about 16 months from start to finish, much longer than tox normally takes (about 6 months) due to the long stall in between.
